This panel discussion provides an opportunity for CITERS participants to share their views on the status and future development of elearning in Hong Kong. There is great expectation from educators and policy makers in many countries around the world on the potentially transformative role that ICT can play in helping students develop 21st century skills of self-directed learning, information literacy and collaborative inquiry. Hong Kong also launched its first IT in Education Strategy in November 1998. How far has the use of ICT made an impact on students’ learning in Hong Kong? Is there evidence that the transformative impact of elearning is being realized today or in the near future? one important context of elearning in Hong Kong is the lack of common understanding on what elearning is all about even within the education community. In fact, the three IT in Education Strategies launched in Hong Kong in 1998, 2004 and 2008 represent different visions of elearning. Further, the recent pressure exerted by the Secretary of Education on elearning to solve the problem of high textbook costs is seen by many educators as hijacking the elearning agenda away from the global trend in elearning.

What are the views of different stakeholders (teachers, principals, students, parents, IT vendors, education resource providers, teacher educators, researchers etc.) about the current status of elearning implementation in Hong Kong and what do they see as the possibilities and likely trajectory of future elearning developments in Hong Kong? The invited panellists will share their insight on the theme based on their experience in supporting elearning developments in Hong Kong in different stakeholder capacities.
